The Local Government Compliance and Enforcement Association of BC (LGCEA) is the leading voice for local government compliance and enforcement, commonly referred to as bylaw enforcement across the province of British Columbia.
We are dedicated to the support and promotion of efficient and effective compliance and enforcement that enhances community safety and livability. This is done through the activities and special projects, the work of several committees, and through active lobbying and liaising with various levels of government.
Many of the initiatives and work of the association and its committees are reported on at our annual training conference, when recommendations are presented, and resolutions adopted. In many cases, these form the basis of the association’s ongoing work on behalf of the profession and the communities our members serve.
We are much stronger when we share ideas, information, opinions, and collaborate on important issues facing our profession.

Advocacy: Championing the profession's interests to policymakers, ensuring the voices of compliance and enforcement are heard.
Annual Training Conference: The Conference brings together local government compliance and enforcement professionals from across BC to share ideas, discuss challenges, and create solutions. LGCEA holds its Annual Training Conference and Annual General Meeting in May or June each year in various locations across the province to reflect the geographically diverse membership. Typically, upwards of 100 delegates are in attendance. In addition to the numerous educational sessions on current issues, thought-provoking presentations, there are networking opportunities, and vendors providing products and services to the local government bylaw profession.
Attacking Dog Registry: An online registry of dogs throughout BC that have been involved in attacks. The Registry assists in investigations and information sharing.
Awards: We recognize members extraordinary achievements and contributions to the local government compliance and enforcement profession through an awards program. Members are nominated by their peers for consideration to a specific award. Award winners are officially recognized during a special presentation at the LGCEA Annual Training Conference. Further, we recognize long standing members who have been in the C&E profession for 10 & 15 years. These programs are open to members only. Award categories include:
Committees: Members have the unique opportunity to shape industry standards, influence key decisions, and collaborate with like-minded professionals dedicated to making a difference. Volunteering with association committees is not just about giving back—it's about growing, learning, and connecting. Elevate your career and contribute to our profession’s and association’s success.
Communication: Provide regular updates through a newsletter, email, Facebook and other channels that keep members informed about industry developments and association activities.
Compliance and Enforcement Virtual Connection: Quarterly series where C&E professionals can learn, share and network with peers from the industry. Each session is designed to foster collaboration and innovation, giving you the tools and knowledge to excel.
Education: Access to seminars, workshops, and training sessions to bolster professional growth and knowledge enhancement. We also have an Education Committee that assists in developing educational opportunities for the profession.
Educational Award: LGCEA offers a scholarship program for member’s family that are pursuing studies in various facets of government, public policy and safety.
Indigenous Compliance & Enforcement Committee: The standing committee is comprised of all level of staff from various indigenous communities throughout BC. Participants network and share information within the indigenous regulatory profession.
Networking: Opportunities to connect, share, and learn from fellow professionals, fostering a culture of mutual support.
Senior Leaders' Roundtable: Bringing senior compliance & enforcement leaders together to network and discuss current issues affecting the bylaw profession, as well as to focus on innovations and best practices and topics related to managerial roles and responsibilities. This program is open to members only.
Training Calendar Access: Once you are a member, you will have access to the Training Calendar. This will help keep you up to date with all upcoming shared training opportunities.
UDAD: First of its kind in Canada, members can participate in the Uniform Dog Attack Data (UDAD) Survey which is an "incident-based" reporting system for dog attacks in British Columbia. Data from the Survey is intended to provide vital information for dog attack analysis, community education, resource planning, and training for the bylaw profession.
Zone Meetings: There are six zones (regions) of the Association, representing all the areas of British Columbia. Zone meetings are held throughout the year to provide regional membership with networking and professional development opportunities.
Membership fees also assist in lobbying with government bodies and representing our profession at conferences and educating others on the roles we can play in community safety and livability. LGCEA has attended the Local Government Management Association (LGMA) Conference speaking with senior staff about bylaw enforcement. We also frequently attend the UBCM Convention to promote the bylaw profession with elected officials. These are both excellent venues for the Association to raise important issues with local government decision makers and elected officials.

We offer various types of memberships, as outlined below:
(Term of membership- May 1st to April 30th)
Persons currently employed in carrying out the duties of bylaw enforcement, licence inspection or both with a Federal, Provincial or local government within the Province of British Columbia.
Persons carrying out the duties of bylaw enforcement, licence inspection, or both, who are
(a) employed in a company, a professional organization or a trade association and persons allied to trade, commerce and industry;
(b) in the Yukon Territories or Northwest Territories, or
(c) approved by the directors.
Associate memberships do not carry voting privileges.
Corporate Membership is available to a British Columbia local government or law enforcement service group the members of which would qualify as regular members of the Association. Voting privileges will be determined based upon the population of the local government, as set out in the Provincial Directory for the current year, or the membership of the law enforcement service group, and in any event governed by Appendix I to these Bylaws.
